Scope of Freeze

The following artefacts constitute the governance baseline for EX-IP-04:

• EX-IP-04-FORMS-PLACEHOLDERS.md
• STEP-06-STATE-MACHINE-EX-IP-04.md

Governance Freeze Statement

• The listed artefacts SHALL be treated as the baseline governance specification.
• All UI and implementation work MUST comply with this baseline.
• Interpretation outside these artefacts MUST NOT be treated as authoritative.

Explicit Exclusions

• This freeze SHALL NOT imply implementation completeness.
