1. Scope of Freeze

The following artefacts SHALL constitute the governance baseline:

2. Governance Freeze Statement

The listed artefacts SHALL be treated as the baseline governance specification. All UI and implementation work MUST comply with this baseline. Any interpretation outside these artefacts MUST NOT be considered authoritative.

3. Explicit Exclusions

This freeze SHALL NOT imply implementation completeness. This freeze SHALL NOT prevent future changes. Any future change MUST be introduced as a NEW VERSION.
